GARDANAS is a great forum where the fundamental essence of the true Indonesian human being can grow again.
GARDANAS is directed at shaping Indonesian individuals who embody the true Indonesian spirit, so that the sons and daughters of the Motherland possess conviction with all their hearts.
Pride in being Indonesian is a gift to be grateful for and can serve as capital for shaping the Indonesian mindset into a mindset capable of managing global policy.
Building the Indonesian Mindset
Shaping the Indonesian mindset into a mindset capable of managing global policy and revitalizing the spirit of Indonesian nationalism.
The National Guard aims to achieve an Indonesia that is strong, dignified and respected.
The National Guard also functions to establish partnerships with all elements of society, both at the national and regional levels, on the basis of mutual cooperation.
GARDANAS is present to revitalize the national spirit and position JARIIBU as a solution, while providing enlightenment regarding the JARIIBU agenda related to the interests of the nation and state.
Background of the Problem
From the early years of independence through the mid-1980s, Indonesia was recorded as one of the pioneers of industrial resurgence in Asia.
The foundations of nationalism, which reached a peak during the physical revolution and were enriched during the government of President Sukarno, were embodied through GBHN and REPELITA during the government of President Suharto.
To accelerate national industrial growth, the government established various policies and hundreds of state-owned enterprises as development agents.
As a result, the national economy grew rapidly and became an international and regional reference and example.
Unfortunately, these foundations of national industrial development generally failed along the way due to weak implementation of long-term rules and the gradual decline of commitment to maintaining the direction of national industrial development.
Economic growth improved people’s living standards, but at the same time national consumption increased sharply.
The government, business community and people began to overlook the importance of industrial and technological resilience.
Economic growth targets that had previously been supported by national industrial strength gradually shifted toward increasing public consumption.
Investment flows were then allocated more heavily to services and trade rather than increased production.
Inconsistent national industrial development policies gradually began to erode the foundations of national life.
The peak of the decline of national industry came through the economic crisis that began in mid-1997.
Condition of National Industry
Indonesia subsequently developed into a highly consumptive nation.
From the perspective of society, there was a decline in national character marked by decreasing creativity and work productivity and the growth of materialistic and consumptive lifestyles.
From the perspective of business and industry, weak nationalism and social solidarity encouraged a tendency to seek shortcuts to maximize short-term profits.
Weakened Nationalism
A decline in pride in the nation’s own products and capabilities.
Dependence
Heavy dependence on foreign products, technology and interests.
Lagging Technology
Limited mastery of industrial technology is an important obstacle to national self-reliance.
Weak National Industry
Weak national industry affects the economy, employment and the nation’s bargaining position.
A large population cannot be sustained merely through exploitation of natural resources, handicraft industries and low-technology industries.
All national potential must be empowered through accelerated rebuilding of national industry so that Indonesia can catch up.
Underlying Thought
Indonesia is a great nation with a territory that is also rich in natural resources.
A large population, when fully empowered, can become extraordinary energy for industrial progress.
If natural resources are utilized and processed efficiently with appropriate technology, they can generate continuously increasing added value.
Processing natural resources to obtain maximum added value must be carried out in Indonesia and by Indonesians themselves.
Self-Reliance
Natural resources, people, technology and nationalism need to be united into the strength of national industrial development.
Lessons from the Industrial Revolution
Europe’s economic progress began through the major momentum popularly known as the Industrial Revolution.
This transformation shifted the economy from agriculture toward industry and increased the demand for raw materials and markets.
Japan’s experience shows how nationalism, hard work and pro-people government policies can drive a transformation from an agrarian country into an industrial nation.
South Korea also demonstrates that support from people, businesses and government for national products can build strong industries capable of competing internationally.
Indonesia and Technological Mastery
National economic self-reliance becomes increasingly distant when public production is low and mastery of industrial technology lags behind.
The crisis of industry, technology and national confidence needs to be addressed immediately.
The solution cannot be carried out by government alone, but must involve businesses and society together through a consensus for national industrial revival.
Technology is a crucial economic instrument for a country to survive and develop.
Technology is also a key instrument of national defense and a strong bargaining tool in international political relations.
Indonesia has abundant natural resources. This wealth should be processed domestically through industrial excellence and a strong spirit of nationalism.
National Industrial Resolution
It is time for the large domestic market to be dominated by local products and for national companies to regain the domestic market while competing in international markets.
In this document, that spirit is expressed through the term “MESTAKUNG” — The Universe Supports.
Strong support from various parties is essential for the growth and development of national industry, especially from government, industrialists, technocrats, students and the wider public.
This effort must be carried out firmly, measurably and continuously by promoting, campaigning for and prioritizing the use of national industrial products anytime and anywhere.
Momentum for Industrial Revival
Reviving national industry requires great and sustained energy to overcome the fundamental obstacles that hold it back.
A major resolution momentum is needed to drive the national economy toward dignified self-reliance.
The National Industrial Resolution is intended to synergize all components of the nation around a shared view of improvement, progress and sustainability of national industry.
Resolution momentum alone is not enough. It must be followed by rapid support through progressive government follow-up policies.
National Interest
Improvement and change need to pursue a common goal: the advancement of the nation and state through industrial and technological excellence, with the national interest as the main reference.
Root Causes
The GARDANAS document identifies several issues that hinder the revival of national industry.
Psychological Barriers
Declining patriotism and nationalism, together with low participation in and appreciation of the nation’s own products.
Government Policy
Slow responses and policies that remain partial in developing an industry-based economy.
Law & Bureaucracy
Weak law enforcement and poor bureaucratic performance are issues that need to be improved.
Group Interests
Individual and group interests in national industrial policymaking can reduce the focus on the national interest.
Education and Technology
Education is the primary instrument for technological mastery. Technological mastery cannot be achieved without adequate education.
Therefore, national education policy needs to correlate with the direction of industrial growth and national technological advancement.
Consumerist Lifestyle
A continually expanding consumerist lifestyle is viewed as potentially worsening the economy in the long term because of declining national capital.
GARDANAS Initial Steps
The National Industrial Resolution is positioned as an initial step, reference and political certainty in the process of national economic revival.
The emotional awakening of the people to love national industrial products is viewed as significant capital for national economic development.
Through the National Industrial Resolution, the aspirations of previous generations that were once delayed are expected to be realized again through spirit, hard work and support for national production.
GARDANAS for PROSOLUSI
GARDANAS is positioned as an instrument for achieving genuine Indonesian nationalism.
True Indonesian nationalism is viewed as an inspiration for a true internationalist character, namely a character oriented toward lasting world peace.
